About the Center

Nowadays "Social Assistance Center for Families and Children 'Ogonyok' of Tomsk City" is the only one institution in Tomsk that provided various social services both for families in difficult life situations and families with children who experience disabilities. As multifunctional organization we provide medical care, legal aid, social, psychological, and educational rehabilitation services, and also provide preventive measures from neglect and for early detection of desadapted families.

 

 

 

 

 

 

 

 

 

 

 

The institution was founded in April 2012 by reshaping of a Social Rehabilitation Center for Children. But the history of the "Social Assistance Center for Families and Children 'Ogonyok' of Tomsk City" begins in middle 1997 when municipal institution "Social Rehabilitation Center for Children 'Ogonyok'" was founded by the enactment of Tomsk city manager No 305. Two years later the title of the institution was changed and become "Social Rehabilitation Center for Children 'Ogonyok Shelter". Three more years later the Center was reshaped to Municipal Social Services Institution "Social Rehabilitation Center for Children 'Ogonyok'". In December 2004 the institution was transferred to the Tomsk Region possession and was finally titled as the Regional State Budgetary Institution "Social Assistance Center for Families and Children 'Ogonyok' of Tomsk City"

The Center is meant for 40 beds for children aged from 3 to 18 years. There are 15 places in the Department of Social Rehabilitation of Children with Mental and Physical Disabilities and 25 places in the Department of Family and Children Assistance. Besides, we work in 2 regions of the city and in 11 rural settlements of the Tomsk District of Tomsk Region, taking measures to prevent child neglect and to detect families with social maladjustment in its early phases.

The outlook for 'Ogonyok' is meant as development into an innovative service provider for children and families that designs and tests new social, psychological and pedagogical methods, new computer technologies, and models of prevention and rehabilitation.

Our Goals and Objectives

The main goal of the Center is to support families, children, and individuals who face a difficult life situation, to help them in implementation of their rights and interests, and to assist them in improvement of their social, psychological and economic status.

Our aims:
• Monitoring of the social and demographic situation, the level of social and economic well-being of families and children.
• Identifying families with children who have a need for social help, assistance, rehabilitation and support.
• Detection and repetitive (temporarily, on continuing, or on once-only basis) providing of specific forms and types of medical care, legal aid, economic, psychological, educational, and other kind of social services.
• Assistance to families and individuals in solving the problems of self-maintenance and using the own resources for overcoming the difficult life situations by themselves.
• Social patronage of families and children who need social assistance, social rehabilitation, and support.
• Social rehabilitation of children with mental and physical disabilities.
• Social support to individuals who experienced psycho-physical violence.
• Participation in prevention of child neglect and protection of children's rights.
• Participation with different kinds of organizations: government, non-government, municipal (health protection, educational, migration services), public and religious communities (Red Cross committee, associations of large families, of single parent families, of people with disabilities, of veterans, etc.) in solving problems of social support to individuals in need. And also coordination of the activities of different organizations for solving the problems of the person in need.
• Introduction new forms and methods of social care into a practice, depending on the kind of needs of the family, and social and economic conditions.
• Rising of parental competence and development of the ideology of conscientious parenthood.
• Social support and social patronage of children in difficult life situations and ones that living in substitution families (custody, foster care).
• Improving of the professional skills of the specialists working with families and children, raising the volume of the social services, and improving the quality of these services.
